ICN Declaration 49 (also known as the Great Betrayal in Jefferson or the Great Deliverance in Goshen) is an ICN Declaration that was released in reaction to the Jefferson Civil War. It is responsible for the ending of that conflict, resulting in the creation of Goshen as an independent state.
